Use these forms from the Virginia Department of Motor Vehicles to register for ELT service and to register your Virginia vehicle, motorcycle, truck, motor home (RV), and trailer liens.

Virginia DMV Form VSA 150 - Application for Virginia ELT Electronic Lien & Title ID Number
The VA DMV application VSA 150 for an ELT ID Number form must be completed by the lienholder after registering on this site for Virginia Electronic Lien and Title service. It allows the lienholder (bank, credit union, finance company, car dealer) to obtain what's known as an ELT DMV ID Number. Once you submit this form to us, you can expect to manage Virginia electronic liens within 30 days (which is the minimum application processing time that the Virginia DMV allows). Virginia DMV Form VSA 17A - Title Application
The Virginia title application VSA 17A is commonly used by dealers when selling a vehicle and placing a lien in their business name or another finance company's name. We encourage you to read the form completely for instructions, but generally the dealer registers the title in the name of the customer and uses the section entitled "LIEN INFORMATION" to add the lienholder's information, including the required Lienholder Code/DMV ID Number.
